For this election, Jose Francisco has answered a personal call to serve and continue the legacy of his late mentor, Commissioner Manolo Reyes. From serving the city through times of crisis to committing to building an infrastructure that would protect Miami’s future, Jose Francisco has paved a pathway built on action, accountability, and advocacy, ensuring that District 4 remains a place where communities are safe, green spaces are protected, and residents have a trusted voice shaping the future with care and vision.

is a lifelong District 4 resident with nearly eight years of executive experience in City of Miami government and over two decades of civic engagement. Born and raised in Shenandoah, Jose Francisco has dedicated his career to public safety, protecting our neighborhoods, affordable housing, and climate resilience. As Chief Policy Adviser to the late Commissioner Manolo Reyes-his mentor-he worked closely with residents to solve real issues, from safer streets to better services for seniors. He later served as Assistant to the City Manager, leading COVID-19 response efforts, and as Assistant Director in the Building Department, where he modernized operations, strengthened the Unsafe Structures Division after Surfside, and expanded programs that supported homeowners and fast-tracked affordable housing.
Public safety has always guided his work. Jose Francisco led Miami’s first task force protecting seniors in assisted living during emergencies, secured lower flood insurance rates for residents, and was deployed for disaster recovery in Lee County after Hurricane Milton, helping rebuild block by block.
Following Commissioner Reyes’ passing, Jose Francisco stepped forward to continue his legacy, offering steady leadership rooted in action, accountability, and a lifelong commitment to District 4.
